A private consortium is selected to redevelop, upgrade and operate a border post — typically under a build-operate-transfer (BOT) arrangement lasting around 20 years.

Over the life of the concession, the facility is run to agreed service standards, with revenue collected and administered transparently.
At the end of the concession, a modern, fully operational border post is transferred to the state.
